Eligibility
Singapore Citizens, Permanent Residents or Employment Pass Holders and want to adopt a foreign child may apply for a Dependant's Pass for the child. An Adoption Order shall not be made in favour of any applicant or in respect of any infant who is not resident in Singapore.

Document Required
(A) Form
• 1 copy of duly completed and signed Form 12A; You will require Adobe Acrobat Reader to read and print the form. Download may take a while; and
• The checklist attached to Form 12A
(B) Prospective Adoptive Parent(s)
• Singapore Identity Card(s);
• Letter(s) of employment, stating date of commencement, designation and salary per month or copy of Business Registration Certificate, if self-employed (these documents should not be issued more than 1 month ago);
• CPF statement(s) showing monthly CPF contribution for the last 12 months;
• Income Tax Notices of Assessment for the last 3 years; and
• A copy of the Home Study Report.
(C) Foreign Child (Applicant)
• A copy of foreign child's Birth Certificate;
• A copy of the foreign child's passport; and
• A notarised letter of consent for adoption from the foreign child's biological parents, stating the full particulars of the child's biological parents and the particulars of prospective adoptive parent(s).
Fees
The Dependant's Pass fee is S$30 per issue. The visa fee, where applicable, is S$30 per issue. Please note that payment should be made by cash only.
Processing Time
About 2 weeks upon receipt of a complete set of application form and required documents and to issue an in-principle approval for Dependant's Pass. Incomplete submission may result in the application being rejected or delayed.
Security Deposit
Upon approval, a security deposit is required from the prospective adoptive parent(s). The security deposit should be in the form of Cashier's Order/Banker's Guarantee. The security deposit will range from S$1,000 to S$3,000. The security deposit will be refunded after the foreign child has been legally adopted by the prospective adoptive parent(s) in Singapore.
Note:
• The application must be sponsored by the prospective adoptive parent(s).
• Please ensure that all forms are duly completed and signed by the prospective adoptive parent(s).
• Please provide an official translation if any of the above documents is not written in English.
• Please produce the ORGINALS for all the required documents at the scheduled appointment if the documents submitted were not CERTIFIED TRUE COPIES.
• Any incomplete forms or documents submitted may result in non-acceptance at the service counter.
• Prospective adoptive parent(s) may be required to furnish additional documents and information as and when necessary.
• Foreign prospective adoptive parents (including permanent residents in Singapore) should consult their respective embassies and obtain a letter stating the embassies' support for the adoption and that the child will be conferred citizenship upon application by the adoptive parents.
• When the adoption has been finalised and an Adoption Order issued by the Family Court, the adoptive parent(s) is required to register the child for a new Singapore birth certificate at the Registry of Births & Deaths, Citizen Services Centre, 3rd Storey, ICA Building, Singapore 208718.
• Upon receipt of the Final Adoption Order and the new Singapore birth certificate (to be forwarded by prospective adoptive parent(s) or their solicitors to MCYS), MCYS will proceed with the refund of the security deposit furnished by the adoptive parent(s) for the Dependant's Pass (adoption). The processing time for refund is about two weeks.

Renewal of Dependant's Pass

Document Required :

Documents to be produced (ORIGINAL)
• Prospective adoptive parent(s)’ Singapore Identity Card(s);
• A lawyer's letter stating the status of the court adoption proceeding and reason(s) for the renewal; and
• The foreign child's passport and Dependant's Pass.
Fees
The Dependant's Pass fee is S$30 per issue. The visa fee, where applicable, is S$30 per issue. Please note that payment should be made by cash only.
Processing Time
The renewal of the Dependant's Pass can be processed within the same day upon receipt of a complete set of application form and required documents. However, the prospective adopter(s) would have to call the Adoption Hotline at (65) 6355 6388 to schedule an appointment to renew the Dependant's Pass. Our hotline is open from 8.30 am to 5.00 pm, Mondays to Fridays.
