For foreign adoptions, the process is more detailed and may include more parties and agencies throughout. Certificates

  • All prospective adopter(s) of foreign children must complete a Home Study Report. Please refer to Home Study Report for more details. In the interest of the child to be adopted, prospective adopter(s) should not have a foreign child under their care before completing the Home Study Report.
  • Please note that if you have made payment to any person or agency for the transfer of the child, you have to provide an itemised breakdown of the cost incurred and justify it with relevant documents or as advised by the Court.  A template is attached here for your reference.
