MCYS facilitates the adoption process in the following ways:

  • prepares an undertaking (Security Bond) for the prospective adoptive parent(s) to bear all costs and collects a Security Deposit ranging from $1,000 to $3,000;
  • issues in-principle approval for the prospective adoptive parent(s) to bring the foreign born child to Singapore to commence adoption proceedings;
  • issues a Visa (if required) and Dependant's Pass for the foreign born child;
  • the Director of Social Welfare, MCYS, acts as the Guardian in Adoption (temporary legal guardian) for the child in the adoption proceedings;
  • conducts a social investigation and prepares the social investigation report and affidavit (a written statement or an oath) for submission to the Court; and
  • accredits and oversees voluntary welfare organisations that conduct home study on the prospective adoptive parent(s) to determine their suitability to adopt.

Explanatory Note on Statutory Declaration

All prospective adoptive parents are advised that if they are convicted of any offence in obtaining custody and possession of the child for the purpose of adoption in Singapore, the Adoption Order made by the Court in respect of the child is liable to be set aside. All prospective adoptive parents are required to sign a statutory declaration and to acknowledge the following:

  • They have been advised and are fully aware that they are liable to be prosecuted under the Children and Young Persons Act (Cap 38), the Kidnapping Act (Cap 151), the Penal Code (Cap 224), the Prevention of Corruption Act (Cap 241), the Women's Charter (Cap 353) and/or any other relevant laws in force in Singapore at the time of the commission of the aforesaid act(s) if they have in any way directly or indirectly 

(a) been involved in any abduction, kidnapping, trafficking or any criminal act of or involving the child either within or outside Singapore;

(b) participated knowingly in any unlawful transfer of possession, custody or control of the child either within or outside Singapore;

(c) been involved knowingly in the procurement or use of any fraudulent or forged passport or any other relevant document for the purpose of bringing the child into Singapore; and/or

(d) committed knowingly an offence under the laws of Singapore in connection with the adoption proceedings.

All prospective adoptive parents are also required to declare that the biological parents of the said child before transferring the custody of the child of their own free will, have fully understood the nature and effect of the adoption process in Singapore and have consented to the child being adopted by the prospective adoptive parents in accordance with the laws of Singapore.  Click here to download the declaration form.
