Procedure
for Dependant's Pass Application

Eligibility

Prospective adoptive parents who are Singapore Citizens (SCs) or Permanent Residents (SPRs) who want to adopt a foreign child may apply for a Dependant's Pass (Adoption) for the child. An Adoption Order shall not be made in favour of any applicant or in respect of any infant who is not resident in Singapore.

Document Required

• 1 copy of duly completed and signed Form 12A; You will require Adobe Acrobat Reader to read and print the form. Download may take a while;
• The checklist attached to Form 12A;

Documents to be produced (Photocopy):

(A) Prospective Adoptive Parents
• Singapore Identity Cards;
• Official Marriage Certificate;
• Biological children's birth certificates, if any;
• Highest educational certificates;
• A letter stating the circumstances leading to the application, including a recent report from a local registered doctor, if applicable;
• Letters of employment, stating date of commencement, designation and salary per month or copy of Business Registration Certificate, if self-employed. These documents should not be issued more than 1 month ago.
• CPF statements showing monthly CPF contribution for the last 12 months;
• Income Tax Notices of Assessment for the last 3 years;
• Home Study Report/Letter from accredited VWO stating that a favourable Home Study Report was provided for the prospective adoptive parents.

(B) Foreign Child (Applicant)
• A copy of foreign child's Birth Certificate;
• A copy of the foreign child's passport;
• A document to consent to the adoption from the foreign child's biological parents, stating the full particulars of the child's biological parents and the particulars of prospective adoptive parents.

PLEASE PRODUCE THE ORIGINALS FOR ALL THE REQUIRED DOCUMENTS AT THE SCHEDULED APPOINTMENT.

Fees

The fee for the issue of a Dependant's Pass (Adoption) is S$30. The fee for the issue of a visa, where applicable, is S$20. Please make payment by Cheque (payable to "Ministry of Community Development, Youth and Sports") or Cash.


Processing Time

About 4 weeks upon receipt of your completed set of application forms.  Incomplete forms may result in the application being rejected or a delay of the processing of Dependant's Pass.
 

Security Deposit

Upon approval, a security deposit may be required from the prospective adoptive parents. The security deposit should be in the form of Cashier's Order/Banker's Guarantee.
The security deposit will range from S$1,000 to S$2,000.
The security deposit will be refunded after the foreign child has been legally adopted by the prospective adoptive parents in Singapore.

Document Required :

Documents to be produced (ORIGINAL)
• Prospective adoptive parent(s)’ identity card;
• Applicant’s travel document and Visit Pass and Disembarkation/Embarkation (green) card. 
 

Fees

The fee for the issue of a Dependant's Pass (Adoption) is S$30. The fee for the issue of a visa, where applicable, is S$20. Please make payment by Cheque (payable to "Ministry of Community Development, Youth and Sports") or Cash.


Processing Time

The renewal of the Dependant's Pass can be processed within the same day upon receipt of your completed set of application forms.  However, the prospective adopter(s) would have to call to schedule an appointment to renew the Dependant's Pass.


Note:

• The application must be sponsored by the prospective adoptive parents.
• Please ensure that all forms are duly completed and signed by the prospective adoptive parents.
• Original and photocopy of supporting documents must be produced at the time of submission.
• Any incomplete forms or documents submitted may result in non-acceptance at the counter.
• Prospective adoptive parents may be required to furnish additional documents and information as and when necessary.
• Official translations of the documents are required if they are not in the English language.
• When the adoption has been finalised and an Adoption Order has been issued by the Subordinate Court, the adoptive parents are required to re-register the child for a new Singapore birth certificate at the Registry of Births & Deaths, Citizen Services Centre, 3rd Storey, ICA Building, Singapore 208718.
• Upon receipt of the Final Adoption Order (to be forwarded by prospective adoptive parents or their solicitors to MCYS), MCYS will proceed with the refund of the security deposit furnished by the adoptive parents for the Dependant's Pass (Adoption). The processing time for refund is about two weeks.
